On the 500k Instability

The representational instability observed during 500k staging is not classified as a failure. The Stabilization Engine correctly detected cluster drift under increased sequence diversity and signaled it explicitly rather than silently degrading. This is the expected behavior of an epistemically-aware architecture. The recovery protocol has been initiated and is active. No architectural law has been broken. No milestone has been downgraded.
